Following property walkthroughs by the Board of Directors and valuable feedback from our homeowners, our asphalt contractor is returning to the property to complete a few selective repairs on Tuesday afternoon, July 14th.
Throughout this project, our contractor has been incredibly transparent, open to our feedback, and completely committed to delivering a high-quality finish. We deeply appreciate their willingness to return to ensure everything is done correctly.
These targeted repairs will take place over a few hours on Tuesday mid-afternoon, July 14th.
This communication is being distributed only to residents in specific East Side sections where touch-ups are required. The repairs are focused behind select units & buildings:
Building 1: Units 6435–6445
Building 3: Units 6453–6463
Building 11: Units 6543–6553
Building 12: Units 6548–6558
What is being fixed: Crews will be removing previous asphalt fill repairs that did not adequately bond with the sealcoat. They will also be reapplying an additional layer of sealcoat in a few spot areas where the original coat settled too thin.
Driveways Remain Open: The driveways will remain fully open. However, crews will use safety cones if needed to block off specific spot-repair zones which require time to cure. You will still be able to drive around these coned-off sections safely. If a repair area is not coned off, it is deemed safe to drive over.
Intermittent Garage Limitations: Only a handful of garages will experience short, intermittent disruptions between 1pm - 5pm on Tuesday. If crews are actively working directly in front of your garage door when you need to leave or arrive, you may park temporarily in any available open on-site parking lot stall for a few hours if the repair needs to cure.
Because this work will only take a few hours on Tuesday afternoon, normal access to all affected garage doors will be fully and permanently restored by Tuesday after 5pm.
Scope of Work:
What work will be completed?
Starting Monday, June 15th through Wednesday, June 24th the driveways and parking lot of our community will undergo asphalt resurfacing. This will include concrete gutter and curb replacement, asphalt crack and patch repairs, asphalt resurfacing and asphalt sealcoating.
Will every area of the property receive the same level of work?
No. To ensure we are investing our community funds responsibly, the Board consulted with multiple pavement contractors, RowCal’s Maintenance & Project Asset Team, and an independent third party professional, Criterium Twin Cities Engineering. Based on their expert assessments, the work has been customized by address to target the areas that need it most:
Full Asphalt Replacement:
The Main Driveway: (The main entrance road running from City West Parkway straight to the north end of the property).
West Side Units: 6507–6517, 6512–6522, and 6530–6540 (Buildings 8, 9, and 10).
Crack Repair, Patching & Protective Sealcoating:
East Side Units: 6430–6442, 6435–6445, 6453–6463, 6543–6553, 6548–6558, 6561–6571, and 6566–6576 (Buildings 1, 2, 3, 11, 12, 13, and 14). This area is recommended for a full replacement in 3–5 years.
No Major Structural Work Needed Now:
North Side Units: 6471–6481, 6474–6486, 6489–6499, and 6494–6504 (Buildings 4, 5, 6, and 7). These driveways remain in great shape following their resurfacing in 2016 and 2017.
Parking:
Will I have access to park in the parking lot on the property?
Yes, but with restrictions. The contractor will begin work each day at 7:00 AM. To ensure the contractors can work without interruption, residents who use the parking lots for daily or overnight parking should either 1) park in designated, non-active construction areas of the property, or 2) utilize the alternative off-site parking areas with our neighboring businesses. While some on-site spaces may become available as daily progress is made, parking within the property is not guaranteed. We strongly recommend checking the Regency Parc Website> Important Bulletins> Asphalt Resurfacing Project daily to see exactly which parking areas on the property are open and safe to use.
Will I have access to my garage?
Yes, but with restrictions. The contractor will begin work each day at 7:00 AM. Garage access will be available throughout the day, though it will be limited or temporarily unavailable when contractors are working directly in front of or near your garage. You will have access daily after 6pm when they are finished working for the day. On paving and sealcoating days, because the surface requires time to cool and dry you may have zero access for an extended time (several hours). If you have time-sensitive commitments and want delay-free access to City West Parkway, we highly recommend utilizing parking in our alternative off-site parking areas with our neighboring businesses to ensure there’s no disruption to your schedule. Utilizing the Regency Parc Website> Important Bulletins> Asphalt Resurfacing Project daily will help you understand which days your garage will see the most impact, if any.
Could my vehicle be towed?
Yes. To keep the project on schedule and ensure the crews can work safely, any vehicle parked in an active construction zone after 7:00 AM will be towed immediately at the owner's expense. We want to help everyone avoid the hassle and expense of towing, so please be sure to check the Regency Parc Website> Important Bulletins> Asphalt Resurfacing Project daily. The daily instructions, work schedule and parking information will show you exactly where the active construction zones are each day so you can park safely and uninterrupted. Where are the alternative off-site parking areas?
We’ve partnered with several of our neighboring businesses and leveraged our membership in the City West Owners Association to secure alternative off-site parking for our homeowners/residents during the asphalt resurfacing project. You can access alternative parking information within our Regency Parc Website> Important Bulletins> Asphalt Resurfacing Project. Please remember when parking in the alternative off-site parking areas to be respectful of our neighbors. Do not park in front of their businesses where customers or their employees park.
Community Services:
What community services will be impacted during the asphalt resurfacing project?
Both our waste collection and landscaping schedules will be temporarily altered to protect the property and the new pavement:
Trash, Recycling & Organics: All waste collection services will be skipped on Friday, June 19th. To prevent permanent damage to our fresh asphalt, our contractor requires large, heavy vehicles to stay off the new surface for at least one week. Please do not place your bins outside that week. To help handle any extra recyclables, Waste Management will run a special, one-time recycling collection the following week on Thursday, June 25th.
Lawn Care & Landscaping: Our lawncare & irrigation vendor, Southview Design will skip mowing services during the week of June 15th but will remain on-site for targeted weed spraying. Additionally, our neighborhood irrigation system will be temporarily turned off during the project to ensure water doesn't disrupt the concrete curb and gutter curing process.
Miscellaneous:
Will deliveries from Amazon, FedEx, UPS, USPS or others continue during the resurfacing project?
Yes, but with restrictions. Delivery vehicles will have limited to zero access to our property during active construction hours, depending on when and where the contractor is working. Additionally, areas where concrete or asphalt work has been completed may be completely closed off while the materials cure and dry. To ensure you receive your packages on time and prevent delivery trucks from disrupting the pavement work, we strongly recommend proactively rerouting your automated deliveries to local pick-up lockers or retail locations during the weeks of June 15th and Monday & Tuesday of the week of June 22nd. Please also reschedule any private home services or large deliveries (such as furniture drop-offs, cleaning services, or grocery deliveries) to a later date.
What happens if we have inclement weather? How does that impact the daily work schedule for the contractor?
Paving and concrete work are highly weather-dependent, and safety is our top priority. While crews can occasionally work through light rain for select tasks, significant weather events will alter the project timeline:
Concrete Work: Rain and concrete do not mix well. Freshly poured concrete requires dedicated, dry time to properly cure and settle without being ruined.
Asphalt & Sealcoating: Pouring hot asphalt or applying sealcoat in rainy conditions creates excessive steam, which reduces visibility, compromises the material's quality, and creates safety hazards for everyone.
Severe Weather: If thunderstorms or an all-day rain are in the forecast, work will be completely paused for the day.
How to stay updated: If inclement weather forces a cancellation, the entire project timeline will shift forward. What if I have questions? Where can I find answers?
With a large-scale project impacting our entire community, we want to ensure you have all the support and information you need. First and foremost, almost all questions regarding the project can be answered at the Regency Parc Website> Important Bulletins> Asphalt Resurfacing Project. It is updated regularly with daily construction progress, daily work schedules, homeowner/resident instructions, and maps of our alternative off-site parking options.
